Does the SCEC in Nantes accept a translation done in Bangkok?

Yes, provided the translator appears on the current Ambassade de France liste and the cachet is affixed in original ink. The Service central d'état civil rejects photocopied cachets even when the underlying translation is correct.

Do I need an Apostille on the Thai original as well?

Since 28 February 2027 Thailand is a Hague Contracting State, so the préfecture will ask for the Apostille on the Thai original in addition to the sworn translation. We can stage both in a single instruction.

Can the sworn translation be issued for a PACS dossier?
